What type of build for Netflix/HULU/VPN/Emulator

I currently have a Roku 3 running Netflix (Canada) and a Plex server to stream files from my PC. I am looking to build an HTPC to play files natively (so I don’t need PC to be left on), watch netflix and possibly HULU and use a VPN (for that sweet US Netflix). I would also like to use it for emulators (NES, SNES, Genisis) with bluetooth controllers.

What type of build would I be looking for? I want something with lots of storage, low power consumption and heat generation (if possible). I need bluetooth support and Netflix/Hulu and VPN support. 1080p is all that’s needed but future-proofing with 4k would be a nice bonus (not essential). Dolby 5.1 support is needed.

I like the idea of some kind of Raspberry Pi build but from my searches I’m not sure if there’s native netflix support. Should I be looking at some kind of mini ITX system? Do I need windows or can linux be my jam (linux preferred but not required)?

What about software? Kodi was my first choice but is there something else I should be considering?

What about remotes? Is there a wifi/bluetooth/universal remote I should look at? Should I just go for an IR blaster?

Linux can do all of that, but not nearly as well.

When you keep in mind that you are going to be doing all this from a couch, Linux is a pain in the ass.
