I use onion over VPN with TOR and TOR browser at times. But most websites seem to forbid access and the website never loads. Downloads from any website is also not possible. It says the server isnt allowed. Is there a work around? I mean, what’s the use of Onion over VPN if I can’t acces so many sites and can’t download anything.
There’s no reason to use the VPN with tor, it doesn’t improve security at all and make you look far more suspicious.
Your VPN is not related to this. The sites you try to visit are most likely just down.

If it is the first, your VPN provider may not like that you are connecting from Tor and may flag this as something weird. It’s also equally likely that you have something mis-configured.
If it is the second, you probably have something mis-configured and this is also not helping you. The only thing it does is hides the fact that you are using the Tor network from your ISP but your VPN company knows that you’re using Tor and they may be even more shady that your ISP.
Nah. I have tried them without using Onion and VPN. They work completely fine

You can do the exact same thing with a Tor Bridge and not bother with the VPN.

It seems you do not understand the meaning of the word onion. It only refers to websites with a long, random address which ends with .onion, and cannot be accessed except by using the Tor browser.
