Isso é um problema que existe desde 2018, a Microsoft anunciou que daria Dragon Age 2 no games with gold e depois mudou de jogo, no google tem pelo menos uma reclamação por ano sobre o jogo não estar disponível. Acho que é algo relacionado a licenciamento regional.
