I used a VPN to install clash mini but now I don’t know how to spend money on the game. It just says that the item isn’t available in my country.

You can, I live in the Netherlands and use PayPal to make purchases in the game

I live in germany and adding a german paypal account as a payment option marks the google account as german too, making purchases unavailable.

I think I know your issue. You need to use your PayPal while your VPN is active in (for example) Canada. It will show Canadian dollars but the purchase will be made in euros
